Detectives Russ Wyatt, Steven Judd, and K9 deputy Max work with a federal task force to catch a paid serial killer with organized crime connections that stretch from Seattle to Chicago. The killer is soon identified as a former Marine Corps sniper who received a psychological discharge.

The former sniper sets out to settle a personal score against those he perceives as responsible for the death of a close friend and for his discharge from the Corps.
