The mysterious murder of a criminal defense attorney bleeds into a clandestine plot by Russian mobsters to ship surface-to-air missiles into the District of Columbia. The two seemingly unconnected events draw the attention of U.S. Attorney Mo Katz of the Eastern District of Virginia.

Assisted by Sherry Stone, an Alexandria policewoman, Katz uncovers a web of receipt,
betrayal, jealousy and fraud. Events reach a fevered pitch in a dramatic fire fight on the Woodrow Wilson Bridge over the Potomac River as Federal and Russian-backed forces combat one another.
