The Hero Brigade, a corrupt militarized police force, terrorizes the world through fear as they raise themselves to a level of power unrivaled by anything else. Dressed in capes and fancy uniforms, with fantastic abilities simulated by pulse technology, they are the only form of a superhero known in this universe. A mysterious figure appears on the scene, displaying actual superpowers hitherto undreamt of. He promotes an ideology of love, far different to what the Hero Brigade is used to.
