This publication examines the multidimensional challenges faced by the higher education system in Uttarakhand, India. It argues that the current focus on traditional degrees fails to equip students with the skills needed to meet labor market demands. With only one-third of the enrolled students completing their degrees, and an even smaller proportion finding employment after graduation, it addresses barriers to equitable education, teaching quality, degree standards, and employability. It also proposes a RISE framework-focusing on reimagining academic delivery, enhancing inclusion, reforming governance structures, and empowering students-as a strategic pathway for Uttarakhand to transform its human capital, enhance employability, and drive economic growth.
