Celem niniejszego artykulu jest analiza skutkow ustawy 1819 z 2016 r. na grupe kolumbijskich fundacji non-profit, ktore do momentu wejscia w zycie ustawy posiadaly specjalny rezim podatkowy (RTE). Do przeprowadzenia analizy empirycznej wybrano 62 fundacje, ktore zawarly umowy z Gubernatorstwem Sucre w latach 2015, 2016, 2017 i 2018. Informacje od nich uzyskane zostaly przeanalizowane dwa lata przed i dwa lata po wejsciu w zycie ustawy, z wykorzystaniem jako zrodel Izby Handlowej Sincelejo i DIAN. W pracy sformulowano rekomendacje, aby odtad wojewodowie kontraktowali z tego typu podmiotami tylko wtedy, gdy realizuja one spoleczny cel o charakterze ogolnym, a nie partykularnym.
