In this study, employees of the sector Economic problems of development of the West Siberian oil and gas complex (COG) IEIE SB RAS (Novosibirsk) on the basis of generalization of international and domestic experience, as well as the development of the authors proposed a holistic approach to the formation of oil and gas complex institutional system in terms of public PRIVATE pARTNERSHIPS (PPP) in the subsoil. Emphasizes the dynamic nature of the system, the role of a special tax to reduce the risks of long-term projects in oil and gas. We consider the specific features of the institutional framework for NGK Western and Eastern Siberia, as well as for new Arctic shelf deposits.
