Jill und die Welpenmafia spielt an der Ostsee in Graal-Muritz. Die 12 Jahre alte Jill und ihr Bruder Lucas aus Potsdam verbringen die Sommerferien bei den Grosseltern am Meer. Als Jill eines Tages vom Pferdehof nach Hause fahrt, fallt ihr ein Auto mit eingesperrten Welpen auf. Sie verfolgt den Wagen auf ihrem Fahrrad bis tief in den Wald und beobachtet, wie Manner mehrere Kafige mit Hunden in ein altes Forsthaus tragen. Bis Jill mit ihren Freunden vom Pferdehof die Welpen in einer aufregenden Rettungsaktion befreien kann, passiert so einiges in dem sonst so beschaulichen Kustenort.
