In den 1990er Jahren haben zahlreiche europaische Staaten in Reaktion auf sozialraumliche Ausgrenzungsprozesse einen neuen Steuerungsansatz etabliert: Die integrierte Stadtteilentwicklung. Gabriele Schmidt untersucht die Implementation dieses Steuerungsansatzes in England unter New Labour, illustriert an zwei Partnerschaften in Bristol. Sie zeigt auf, mit welch hohen programmatischen Anspruchen die Zusammenarbeit von oeffentlichen und privaten Akteuren in lokalen Governance-Arrangements verbunden und wie diese in der Praxis verwassert und teilweise blockiert wurden.
