Adult education is an unfamiliar and low-priority sideline for too many educational institutions. It’s something to put on and offer , for a season. It must conform to a rigid time schedule and take place in buildings created for other activities, such as child and adolescent schooling. Adult learners are excluded from the entire planning process as a matter of course. They are so far removed from the centre of planning adult education that the failures are predictable.
