Minurva is the second book of the Brannigan Trilogy. It continues the tale of Earth's discovery of new alien races; however, they are now at war with the Kammorrigans, who they encountered in SESG EXPLORER. Earth has established a colony on the desert world they had discovered that is rich in rare earth minerals and energy crystals. But they are under constant pirate attacks. To counter the pirate threat, they send SAG LIBERATOR, a task force of Guardians and Galactic Marines to combat them. They reestablish their authority over an alien space station which they found in deep space and send Strike Group RETRIBUTION to find a dangerous species which enslaves others to neutralize them.

Humans do not like to fight alone, so Ambassador Mike O'Shea is sent out onboard the USS Diplomat to find alien races willing to join Earth in a coalition to fight the Kammorrigans.

Meanwhile, Admiral Brannigan, the new Commander of Space Force Operations is working with Admiral Nabum, Chief of Space Force, to build a fleet of battle carriers to find and destroy the Kammorrigans. All the while, the Admirals are finding ways to defend Earth should the Kammorrigans find them. It is a race against time.
