Those skirmishes are between groups that also do not trust one another, but they hide that from the world. Those groups are playing the game of spies. Operation Espionage: A Game of Spies is a tabletop role-playing game where the players take on the persona of a spy, a member of one of those groups behind the veil of society. The team of players can traverse the world as covertly or overtly as they wish to accomplish missions--how they create their story is up to them. The game is played using a Roll versus Roll mechanic system that keeps the luck of the game in the roll of the dice--there are no difficulty checks. Even the Spymaster will be surprised at what happens when playing the game of spies.
