The CIA sends John Moore to gather intelligence about China's Belt and Road Initiative in Kenya. Instead, he stumbles into a deadly conspiracy by Somalian pirates and the Socialist Republic of Vietnam to eliminate Moore's Vietnamese friend, Colonel Tin.
