Jeff Baker is a well-known local environmentalist. He is wanted for terrorist crimes he did not commit. The only way he can prove his innocence and stay alive, is by pretending to be dead, return to a devastated Estuary, search for his family and the truth.

Jeff makes new friends and meets old enemies who challenge his Code of ethics that he will Live or Die by. The evidence of corruption he uncovers threatens to de-stabilize the Government, must be exposed at all costs.

Jeff is hunted by a professional killer called Wilson, who must destroy him and the evidence he uncovers before Jeff can expose it. The action is set against a background of an explosion of biblical proportions at a gas terminal. The thought-provoking thing is that it could happen for real and the establishment knows it.
