Emma has to look after the watermill with souvenir shop of her ill aunt after she graduates. The watermill is located in a remote village in the English countryside. She soon becomes attached to the idyllic place and its quirky inhabitants. When her new friends tell her that they will soon all be evicted from their cottages by the new estate owner, she decides to help them. Through the newly formed action committee of villagers, she gets talked into confronting the new estate owner about the nonsense of his plans.

But when she sees the owner in person, she is speechless by his impressive appearance. She nearly forgets what she had come for. She soon recovers and works her way into his posh club that will implement the real estate project for him as a so-called landscape architect. She takes her undercover assignment seriously and learns that he has far-reaching plans that will ruin the charm of the village. Like a true spy, she gathers information for the action committee to undermine his plans. But a rogue property developer and a handsome luxury real estate agent are giving her a hard time.
