On the eve of the Fourth of July, violent clashes erupt between rival left and right-wing protesters on the streets of Washington D.C. Amidst political pressure, newly inaugurated President Rachel Williams opts for diplomacy instead of force, and calls on Canadian negotiator Samantha (Sam) Bower and her team to diffuse the ensuing standoff between the two encampments.
Tense negotiations follow, but sabotage attacks on the camps escalate tensions, threatening to derail the process. With hope dwindling, an anonymous tip leads Sam and her team to a pharmaceutical plant in Virginia, where they are shocked to discover the identity of the villain behind the plot to undermine President Williams and the democratic process. After two team members are captured by their enemy, Sam and her team must risk their lives to save their friends and protect the President.
