Budgets reflect our national priorities, and homeland security must rank high on our priority list. The President’s budget request would increase the department’s funding for next year by 2.6 percent. Almost twenty percent of this proposed increase is dedicated to providing security in large metropolitan areas in the United States for the trials of suspected terrorists now held at Guantanamo Bay.
