The home was county owned and poorly managed as detailed in Hear My Silence. Three elected county commissioners were the governing board (a mailman, a beer salesmen and an obscure lawyer). Small’s efforts to improve management were met with resentment. After he informed the commissioners he planned to notify the newspapers of a severe cockroach problem, he was demoted (after 6 years of putting out 1,000 meals a day and getting excellent grades from state inspections). This book tells about Small’s public’ hearings and his subsequent success in causing the #1 commissioner to get defeated in his bid for reelection.
