Energy demands are rising as world leaders vector economies toward increased competition in global markets. A plentiful, secure and reliable energy infrastructure greatly improves a nation’s standard of living and enhances regional stability. Nuclear power is an attractive answer for many countries. Addressing proliferation while encouraging countries to participate in a nuclear renaissance, the U.S. has proposed the Global Nuclear Energy Partnership (GNEP). GNEP eliminates the need for countries to develop a full nuclear fuel cycle encompassing dual-use technologies used in weapons programs. Instead, fuel cycle services will be provided by existing nuclear weapons states and thus provide investment incentives for emerging states’ participation. GNEP implementation will increase the worldwide nuclear infrastructure as private industries invest in new power reactors, uranium enrichment and fuel reprocessing facilities, waste repositories and increased international nuclear materials shipments.
