The purpose of this research was to ascertain the benefits, barriers, bridges and critical success factors of small business programs. Specifically, this thesis sought to answer four research questions addressing the essential elements for implementing, developing and sustaining a small business program. The research questions were answered through a comprehensive literature review, and the use of multiple case studies. However, the solicitation of meeting materials from 10 organizations with small businesses or supplier diversity programs provided additional information. Ten experts, representing Air Force, Department of Defense and industry participated. The research identified the need for leadership support of the program, education and training for internal personnel and development and support programs for small businesses. Further, the research highlighted that federal and private industries may have different approaches to small business inclusion and possible negative impacts from establishing too many long-term contracts with small businesses.
