In the effort to develop an optimum surveillance, target acquisition, and night observation (STANO) system for integration into the Army, numerous studies must be conducted. Many of these studies will use some form of war gaming to provide the data necessary for discrimination between alternative systems. In developing war games or computer simulations to support the play of war games, systems analysts must derive methodologies which will allow the portrayal of STANO systems with the degree of accuracy required by the evaluation to be made. The report provides systems analysts with a general methodology which may be used in the evaluation of STANO systems. The methodology may be used in evaluating any desired variations in material, doctrine, organization, or environment. Although presented as an aid to war gaming, the methodology may prove useful to any researcher as a means of explaining the relationship of material, doctrine, and organization as they function in a STANO system.
