The problem in this paper is to determine policies and procedures for providing minimum living conditions in the zone of interior for a civil population left destitute by destruction caused by natural or enemy action. Topics include destitution by disaster, atomic defense for civilian population, civilian defense and disaster relief plan, medical implications in disaster relief, radiological implications, and emergency housing in time of disaster.
