Military operations other than war (MOOTW) are becoming a more visible and frequently employed component of America's national security strategy. This project traces the evolution of MOOTW through the National Security Strategy statements of 1994, 1997, 1998 and the National Military Strategy statements of 1992, 1995 and 1997. Establishing a foundation in national security and military strategy, the project describes joint and Air Force doctrinal guidance on MOOTW. Joint Publication (JP) 3-07, Joint Doctrine for Military Operations Other Than War, requires the services employ a two-prong approach to MOOTW education and training (figure 3) and suggests some instructional methods to accomplish this training. Additionally, Air Force Doctrine Document (AFDD) 2-3, Military Operations Other Than War, also supports MOOTW education from officer accession through senior service school attendance. This project evaluates how well Air Force company grade officer professional military education complies with the JP 3-07 requirement to teach MOOTW principles, objectives, characteristics and planning and execution considerations. Resident and distance learning curricula are evaluated from the three associated PME courses conducted under the auspices of Air University, including the Aerospace Basic Course (ABC), Company Grade Officer Professional Development Course (CGOPDC) and Squadron Officer School (SOS).
