Amid a background of bank robberies and fatal gunshot wounds, the real drama here is bureaucratic and human. One of the hundreds who move in and out of the huge Department of Social Services complex in San Francisco’s Mission District, Charlene is under investigation for breaking the law, and snitches are everywhere. Even Charlene’s boss and former mentor spends amorous afternoons with her arch-enemy. When a co-worker is murdered, the anger and chaos reach epic proportions, but only then does the strange heroism and vulnerability of Charlene and her co-workers reveal itself in this merciless but ultimately triumphant comedy.
