Die vorliegende Arbeit versucht, mit Hilfe neuerer informationsokonomischer Methoden Antworten auf diese Frage zu geben. Es zeigt sich, dass zentrale Regulierungsmassnahmen gerade vor dem Hintergrund des Informationsproblems an Bedeutung gewinnen.
