This ethnographic study uncovers the problems that arise when principles underlying policy are difficult to interpret and are at odds with the culture of the locality within which policy is implemented. Focusing on the All Wales Strategy for the Development of Services for People with Learning Difficulties, the volume’s findings should be widely applicable.
