In this volume the author analyzes the possible repercussions of the INF treaty in the context of NATO’s overall doctrine of flexible response. Haass insists that we remember that NATO is a military expression of a political relationship between the US and Europe. His analysis thus blends political and military assessments of the alliance’s option for coping with the Soviet challenge to a Europe without INF.
